    For some reason game pass FORCES me to relog onto my account every time I want to install or launch a game even after it has given me many prompts to go into my account settings and set my store account as my game account but still no luck

    Are you signed-in with the same account that purchased the game on the Windows Store? If you are signed in with the same account that originally purchased the game, search for 'Forza Horizon 3' through the Xbox Store on your Xbox One console and see if it
    allows you to install from the game's store page.

    be sure to check that you are using the same account (in the store) as the account that bought the game on the old PC.

    A purchase usually is connected to an account.

    Make sure to check if your microsoft store account is the same as your xbox account, i just had this same issue then signed into the correct store account and it fixed it.
