Xbox Support are aware of this issue, and have posted an update here:

Basically, there was an issue which has been identified, and is currently in the process of being rectified.

I feel your frustration. My topic was locked and flagged as "answered" by moderators. My "answer" left me with no additional knowledge or placed me in a better positioned then when I first posted.

While I have preordered games before, this is the first time I have done it digitally on any system (PS4, Xbox, 3ds). I know it's actually a bad habit because it puts me on the hook for a product before I can make an informed decision using consumer information
(e.g. reviews, playthroughs, etc.) the preorder bonuses are tricky way to get us to committed to a product based on faith it will be good. I do enjoy the game but lesson learned about preordering digitally (at least at retail I can cancel my preorder for a
full refund). Especially when a company uses bonuses to get you to commit and unable to fulfill their obligation as agreed upon.

The stickied topics provide no substantial information (no justification/reason for delay, no expected time frame to receive codes, etc.). The end result is the same and leaves me in the same position as I was before I read them.

Your not going to change my mind at this point regarding digital preorder.
