Stellaris Console Edition not Starting Up?

Every time I launch the game, it goes to the screen where it shows the cover art and then goes black before just going back to the home screen. It never even loads up. I've tried clearing the cache, reinstalling and Hard Resetting my xbox. Any clue what this may be? How do I fix it?

In this case, you may need to reach out to the game support since this is the only game that you're having an issue with and we have performed all the necessary steps.

I'm just curious, will doing this cause me to have to re-download all my games and apps and cause them to be considered owned but not installed?

You're correct. As long as you're playing your games connected to Xbox Live they're stored on your cloud storage.

I don't have an external hard drive in at all, I downloaded it on my internal hard drive.

As of now, stellaris plays and then goes to the black screen and says "syncing data" for a fee seconds and goes to 0% before the game crashes again.
