As you are just streaming the game from steam on your pc to the xbox, the game still runs on your pc as normal so it should run however it normally does with whatever content stream allows.

If the mod can be downloaded in the game itself , it shouldnt be a problem as skyrim and fallout 4 bith have mods

Microsoft, if you are reading this, get steam on the xbox one and xbox 360 please.

The gamestop clerk is incorrect. You may want to tell someone of importance there, that a product is being misrepresented. That way they can correct it. As an alternative to steam, there is the xbox marketplace and indie games. You can find some great
stuff there.
