Unfortunately I do not have any official information from Xbox regarding this but it appears that it could be Xbox complying with local laws in regards to the sale of the game. This could change in the future but it could be out of Microsoft's hands.

Verify that your processor, RAM, storage space and graphics card meet the necessary requirements for the game. In your case, it seems that your graphics card, the Intel Arc A750, may not be compatible with the game. Star field requires a DirectX 12 compatible graphics card, and the Intel Arc A750 may not meet that requirement.

You will only get it on Xbox One through the cloud if you are a Game Pass Ultimate subscriber.

Starfield will be available for cloud play on September 6th if you have an active Game Pass subscription.

No.It's a Series X/S only game although i think it may be playable via the Cloud.
