Thank you for reaching out to Xbox forums support. If you haven't already done so, go ahead and try performing a Soft console Factory
reset on your console by doing the following:

1. Press the Xbox button to open the guide.
2. Select Settings.
3. Select All Settings.
4. Select System.
5. Select Console info & updates.
6. Select Reset console. [KEEP MY GAMES AND APPS]

Make sure you have both your email and password on hand as you will be asked to sign back in. There is an option to delete everything and to save your games and apps; choose the latter. This will reset
the Operating system [OS] of the console and allow you a fresh start-up. This will also allow a fresh connection with your network.

Your starbridge Lynx 220 could be your issue.

It is a "Gateway" device, which means it has its own firewall and NAT functions. Your Linksys will not work behind the 220 until you set the 220 up correctly. Typically this means putting the 220 in "bridge" mode. You will have to ask your ISP how to
put it in bridge mode.

If this download is not available on your console that means you are looking at the wrong marketplace content on the website and you have a region mis-match. You will only be able to download items that you see on the XBOX Live Marketplace website as well
as on the XBOX 360 console's marketplace. Can't have a mismatch and find the download link on the website and then not see it on the console just for future reference in case you try to download something and this happens again.
