I tried the first two solutions and they caused no change in the problem. I can't do the third option since Forza Horizon 5 isn't installed as the problem is that it refuses to install.

Are you installing from a disc? If so try disconnecting from the internet and completing the install that way. If downloading from the xbox store it will take a good while to complete as Forza is above 30GBs
