It's because no one owns the Gamertag but since the maximum characters that we can use is only 12, it will not work.

So that's the thing I did the thing and it said it was available and I dont like any of the other game tags so I wanna know why the one that said it was available isnt working?

According to Xbox support:

"We updated new Xbox gamertags to support a 12-character max, Unicode-based name of your choice, with an auto-generated suffix if the gamertag is shared. We offer 13 different alphabets for gamers, which support more than 200 languages worldwide"

The Gamertag that you have provided is longer than 12 characters, which may have caused the issue.

You can't use ir because it's too long as you already been told the limit Is 13 period even under the old.limit of 15 your username is too long

My point is I went to redeem the code on the xbox and it told me to redeem it on the website. So I went to redeem it on the website and it told me to redeem it on the Xbox. When my friend gave me his spare code his worked immediately.
