Best to block and report these people.

Investigations take time so the enforcement team won't take action immediately and you will not know if/when they do.

There is no such notification that I know of for Xbox accounts. Generally, if someone was going to do something to you, they wouldn't warn you ahead of time. They would have already done it. And as long as you haven't given them your account information,
you'll be fine.

Yes, I report them but Microsoft seem to not action them for threat. Is there app for phone that notify me before log in? So I can say Yes it me, or No this not me?

If you haven't already, file a complaint on them via the console in order for the enforcement team to investigate them and block communications with them.
