Some games locked to 60 fps on xbox game pass for PC

Hey there. I have been having an issue with some games being locked to 60 fps. And no this is not due to my computer not having the ability to run it or my monitor not having a high enough refresh rate. I have noticed games such as the new one "The Gunk" only run at 60 fps even with vsync turned off. There are no options within the game to adjust this. I have had this issue with other games as well but can't exactly remember which ones because I usually uninstall them once seeing that they won't run at my desired framerate. I thought this may have been by choice of the developer but I'm positive that I have had this issue with games that are also present on steam but seem to run at an uncapped framerate. This issue on steam can generally be solved by going into the game files within the steam common apps folder and adjusting some values with notepad to unlock the framerate. Does anyone know a solution or where to go to edit those game files?

Many games are locked to a particular framerate due to the needs of their development

For example when they remastered Shenmue they could not raise the frame rate due to the fact that the game’s “beats” are all timed to 30 FPS. Changing this would require re-creating the entire game from scratch. While modders have made the game 60fps, this is not to the standards of a commercial product that has to function properly and reliably all the way through on a variety of hardware, and despite their best efforts couldn’t be made to work.

What makes you think they are running at 60 fps?

You are most definitely not running RDR2 or AC Odyssey or any other locked 30 fps game at 60 fps because that simply isn't possible. These games are hard coded for 30 fps on One X.

If your display says it's 60Hz, this does not mean your game is running at 60 fps. It's internal frame rate will still be 30.

I'm now more of a PC gamer now and I have a high end PC with a Ray Tracing capable graphics card. I play AC Odyssey and RDR2 at 60 - or even higher with my 144Hz monitor - it's a night and day difference to playing on console. But, I can only do this because
my PCs CPU and graphics card has the processing power for it. Xbox One X does not.

Update: I've just downloaded Ori and the Blind Forest via Game Pass on PC and that is running at 60 fps, so it's not inherently something about the way Game Pass handles games on PC. I also reached out directly to Fullbright (Tacoma's developer) to see if
they could help but they said there's nothing in the game aside from VSync which would be capping the framerate like that.

I did read about people having some problems with the Xbox video capture functionality built into Windows 10 which does default to 30 fps when recording video, but settings this to 60 fps and making sure background recording was disabled didn't help.

At this point I just don't know what else I can try...

If they say 60fps then its locked. 60 scalable fps means it will dip at times. Same as PC.

My monitor refreshes 60 times per second.

I can lock frame rate to 30 frames per second via command console.

I can lock frame rate to 60 frames per second via command console.

I can see the difference between the game running at 30 fps and 60 fps.

You think my system is suffering from rate drops.

The frame rate tracker says my game is running at constant 30 fps when I lock it to 30.

The frame rate tracker says my game is running at constant 60 fps when I lock it to 60.

The frame rate tracker says my game is running at constant 299 fps when I don't lock the frame rate (it is unlocked by default).

The frame rate tracker disagrees with your hypothesis that my system is suffering from frame rate drops.
