Software Refund Request Issue

On 14 December, I ordered (order # [Mod Removed - Personal Information]) a game via the mobile web site version of the Microsoft Store. When I tried to set it up on Windows 10, the Microsoft Store app wouldn't let me download the game. Apparently
I had ordered a version for Xbox One only and not the separate version compatible with Windows 10. Given that I don't own Xbox One, I submitted a refund request (SRX [Mod Removed - Personal Information]) on 20 December. Although my request
appeared to meet the conditions for a return/refund, my refund was denied the next day.

I clearly have not been able to download, let alone use, the product I ordered; how can my refund request be reconsidered?

If that is the case, since you already followed the correct procedure for a refund, I'm afraid you can only try replying to the denial message you got or maybe contacting the support:

Unfortunately nothing more can be done on the forum if the request was denied.

Well, I'm not gonna link the form again because that would be redundant. The only thing I could think of is to contact

Xbox Billing Support and ask why your refund request was denied.

Thank you for the response. Our callback setup has some difficulties depending on the device being used or the browser. Try a different browser first and see if you are able to complete the request. If that fails, try a different device such as a PC or tablet.

Thanks for the suggestions.

When I've tried contacting billing support (by using the link to get the chatbot then requesting to "talk to a person"), either the chat request hangs (loading-style animation loops for 10 or more minutes, even when the interface showed no one waiting) or
the call-back request generates a call that requires input (press 1 to get in queue, etc.) but does not recognize when I press a number on my phone. (I've tested, and my phone works on other touch-tone lines.) Is there a trick to making these options work?

Meanwhile, I've replied to the initial refund denial email, but I'd appreciate advice on contacting billing support in case the email isn't productive.

I followed the refund-request steps as described, generating the moderator-removed ticket number that denied my request.
