So you should connect to the Enforcement site with your son's account and check his

Enforcement and Activity History to figure out why he was suspended.

Where does is allow you to fill out a case review?

All I see is the Enforcement penalty information when I check my accounts "Enforcement and Activity History", nothing to click on for a case review

It says “ this account is permanently suspended from xbox network due to inappropriate conduct or content. To go learn more go to enforcement history. “

Enforcement and Activity History to figure out why you were suspended and eventually raise a case review if you want to appeal your suspension.
