Do you mean black ops 2? or call of duty 2? Alot of people are having problems with the black ops 2 servers. As for call of duty 2, they may have possibly shut down the servers because its a dead game.

Press the Xbox button to open the guide, and then select My Games & apps > See All.

Under Full Library> Owned games

You should be able to find the games and install if from here.

In case it still does now work, the best course of action is to contact Support.

Please, look for the purchase in your Transaction History.
