Yeah, i reported the account and said they were intentionally attempting to get people banned so I'm hoping maybe there will be a better way to filter bogus reports and bans.

However, as for the person that was doing this. I take it that the conversation happened over Xbox Live Messages. If that's the case you should be able to report his responses themselves even if you're not able to access his gamertag.

Just find one that needs reporting then go ahead and report him. You only need to do this once as the enforcement team do work from the oldest to the newest report for enforcements and each one after the first just sends it back to the newest list.
