Slow websites and downloading in Kb/s

Before I get into the problem here are some information that may be useful!

Processor Intel(R) Core(TM) i7-8750H CPU @ 2.20GHz 2.21 GHz

Installed RAM 16.0 GB (15.9 GB usable)

System type 64-bit operating system, x64-based processor

Edition Windows 10 Home

Background Info:

I was playing on Steam and downloaded a game, Fallout 3, and the download speed started to heavily decrease from 5Mb/s to 50Kb/s and still decreasing. After that I tried to install the latest drivers, run every troubleshooter, and "increase WIFI speed" through either DNS or heightening the throughput since Task Manager has a "send" and "receive" of 0Kb/s or temporarily 5Kb/s. Also ever since then websites got slower load than it would have been after the first time I played Fallout 3. Every device connected to the internet that day had severe crippling speeds and even performance as a device.

What I found:

(Take in mind that Microsoft Edge has 4 tabs open only on Google and Steam is in the "Library" doing nothing) Memory has been going crazy...

To check how fast my websites were loading I used GTmetrix.com:

I used Youtube as an example:

Speedtest by Ookla:

Here is my test: (Image took a long time to load so here is a text version)

Ping : 39 ms

Download : 120.14 Mbps

Upload : 16.68 Mbps (Also having slower uploads...)

I’ve reset the laptop although nothing changed the problem still remains. I think there is a computer worm because now my iPhone is affected by the slow speed and it’s getting worse. All the reset did was restore itself but the issue persists!

Did you already try to reboot your router? It don't seems to be an issue with Windows...

About the problem with the steam download you can try clear your download cache:

- On your Steam client, click Steam, then click Settings.

- Click Downloads, then click CLEAR DOWNLOAD CACHE.

- Click OK to confirm.

- Log in your Steam client, then check to see if your download speed is restored.

If this issue persist I advice you to check the Steam support for more information...

Yeah you're right though the issue is even if I delete cache or changed the download region the download and upload speed got to double digit kilobytes and 0.1 or less Mb in speed respectively. Before downloading Fallout everything was fine and after some research I realized people have problem with these Bethesda games that severely lessens network speed or the pc performance itself and was downloading games at 3-7 Mb peak which was pretty weird even if I have 120Mbps download (Speedtest).
