Slow download speed in Xbox Game Pass

Hello as you can see on my screeshot below my download speed does't go more than 100KB/s with Xbox Game Pass on PC but in Steam I can download a game at 1.5MB/s.

I tried this but it does't work for me.

Is there a way to debug and know which server we are connected to? A tracert command or something like this.

Or whether delivery optimization is the problem. Because I tried to put the limitation at 0.1Mbps (12.5KB/s) but it always download at ~100KB/s instead of 12.

As I say in the original post when I download a game with Steam it's ok but MS Xbox Game Pass stay below 100KB/s
