First, make sure that the game is available on your end and is showing as “completed”. Kindly sign in to https://account.microsoft.com/billing/orders.

Once confirmed, perform a powercycle by following the steps below:

POWERCYCLE CONSOLE​​​

1. Turn off your console by holding the Xbox button on the front of the console for approximately 10 seconds. The console will turn off. ​​​

2. Turn your console back on by pressing the Xbox button on the console or the Xbox button on your controller. ​​​

After that follow the steps below:

Go to My Games and Apps > Highlight the game > Press the menu button > Go to Manage games and add-ons > Click the game icon.

Install everything from there.

I appreciate the update and I apologize for the trouble, in this case, it would be best tor each out to Bethesda since we were able to confirm that the content was successfully purchased and we have performed the necessary steps, that way they can proceed with the steps on their end.

That's perfect then. Let's reset your console keeping your games and apps. Don't worry because as long as you're connected to Xbox Live your saved progress, games, will not be deleted. It will remove all of your accounts but you can add all of them later on.

Press the Xbox button to open the guide.

Select Profile & system > Settings > System > Console info.

Select Reset console.

Reset and keep my games & apps.

I can confirm it is completed. On the product page it says playable on xbox x/s
