Skate 3 can't download after 80% and had to change region in order to sign into xbox live

I was able to sign into xbox live but I had to change my region(from south africa to united states) in order to do it and I recently purchased new xbox 360 games to download but they also seem to download only to 80% before saying the game couldn't be downloaded and that it also resets to 0% for example with saints row 2.

I believe it might be because I changed my region that is making the downloads not complete and idk what to do because I believe south africa's xbox 360 servers aren't working since 2021.

xbox 360 and i live in cyprus and my account region is the UK because there is no cyprus option and yes I downloaded the skate 3 demo and that worked fine

I've watched many videos and read a lot of support pages and I cant see one solution in this article that is in a lot of other ones change your region to a different country a couple of times till it works because Xbox for some reason won't let you download
games in some countries/regions and make it go to 79 percent then restart and I've seen it happen with games like bo2 and skate 3 I'm having the problem with skate 3 and I'm downloading with my changed region and I changed it to the united kingdom i will say
