Single player games cannot load/sync, and their game data has been deleted.

Ark has an issue that if your single player data has been corrupted (usually caused by an update or issue on their end) it can affect the entire game multiplayer (official or dedicated does not matter) i would try deleting all of your single player data
and try again (NOTE: any skins you have via achievements earned in single player will be lost; if you earned the achievement in online multiplayer you should still retain them)

i have even tried install a new windows 10, but the game still cant launch after sync my data. I switch to another new microsoft account and launch the game with no problem, seems there have some problem on my save data on cloud and when the data load it just cant load into game. i cannot find any method to delete my cloud save

Try loading the game the save data was for, if the save syncs up, then you might have only deleted from the console. If it doesn't sync, then you will probably have deleted from the cloud and console, and there will be no way of getting the save data back.

Your multiplayer progress is synced between the systems, not the single player campaign. Battlefield 4 has the same capability. None of the games support syncing progress of single player campaigns between systems.

If the data has not been overwritten with a new save, you can try deleting the profile from the console and re-download it again. Once the game is started, the data will sync again.
