Hi there - does this issue persist when you removed the flash drive from the console? If so, then it sounds like your flash drive may be corrupted and may not be able to be used with your console. If the issue persists, do you have an internal hard drive?
If so please try removing that and let us know if your issue continues with it removed.

1. Uninstall the launcher from your PC
   
2. Launch the Microsoft Store app on your PC
   
3. Sign out of the MS Store and then back in (if you are already signed in). If you are not already signed in, please sign in to the MS Store with your MS account
   
4. Reinstall the launcher from the MS Store
   
5. See if issue persists

That's perfect. On your order history can you please click the game icon, from there you will be redirected to Microsoft Store for the item, kindly scroll down a bit and check the "Playable On". Please let me know for which device the DLCs are for.
