Simply using xCloud can result in a permanent ban from a game?

For extra context, I do not own and have never owned an Xbox.

I always got a connection error when trying to play multiplayer Forza Horizon 4 on the xCloud Preview, despite being able to play single player. I went back to my PC to try again (where it originally worked OK) and received the same connection error as on xCloud.

So I contacted Forza Support. They told me:

This accounts associated Xbox was issued permanent suspension for the use of unauthorized modification, purchasing a modded account, or save swapping to obtain a large amount of/maximum credits, scoring, cars early (not available) and/or wheelspins.

I asked if they were saying that the ban was the reason I couldn't connect or if I was somehow banned while following the troubleshooting steps for getting connected. They replied:

The Device was banned. You were flagged as suspicious for playing on the banned device.

I asked if I could find out why the device was banned and they added:

Unfortunately, I am not at liberty to discuss other players enforcement actions.
​

It seems like I have been banned from Horizon 4 for playing on an "Xbox" on xCloud that another player used inappropriately.
