People can quit a match and it does affect their matchmaking standing but it's not against any law

No, I was suspended for 15 minutes from Overwatch Competitive Play because my group intentionally threw and quit out of the match taking everyone with them. I was among those who got penalized for it. However, I blame those teammates for causing it. Wasn't suspended from Xbox.

Because if it was by Microsoft it is up to Enforcement, and you receive a warning directly from them.

But as it mentions that it was in competitive mode if the ban was from the developer, the ideal would be to contact them so that they can guide you correctly.

it is NOT against any laws, quitting competitive matches usually results in a temp ban for a few minutes depending on the game and the dev, there is nothing wrong with quitting, mean on others yes but by no means is it illegal.

No point trying to report them either as they have done absolutely nothing wrong and you could then get banned for false reporting.
