Ask the current organizer to transfer their ownership to another member of the family sharing group. They can do this by going to Settings > [their name] > Family Sharing > Family Sharing Settings, and selecting the new member they want to transfer ownership to.

The new organizer will receive a notification that they have been assigned as the new organizer. They'll need to accept the invitation to become the new organizer.

Once the new organizer has accepted the invitation, the previous organizer will become a member of the family sharing group.

Because you're trying to purchase from an account that doesn't technically own the previous DLC you wouldn't be able to purchase the content. You would need to buy the previous content or purchase Rise of Iron from the account that is sharing the license.

The licenses are linked to the account that made the purchase. However, content sharing could be done between the family member, but there is a need to have a access credentials for family accounts.
