    looks to be a tv setting, try to turn off all features like, dinamic constrast, colors, adjustable ambient brightness, or saving mode; and put tv on game mode for sure.

    You must ask this question to Samsung because is a TV related issue not an Xbox fault.

    Check if your TV firmware is updated, maybe Samsung itself fix this lack of features.
