Rock Band 4 - Season pass song not available

I am playing Rock Band 4 and I purchased the Season 8 Spotlight Pass several weeks ago. This week, the new song will not download. I normally go to manage game, and new songs show up under "ready to install". But this week the new song is not there. I
tried last night and today, and I have also reset my console. Many users are reporting the same problem on reddit:

This week's spotlight pass song is not showing up as "Purchased" in the Music Store (although it says the pass is in my library, and all other weeks have worked fine) : Rockband

Can anyone give an update as to when Microsoft Store will fix this issue?

Lego rock band - downloaded songs get error

not all songs available in the rock band music store work in Lego Rock Band but it should say before you download the song what rock band game it works on so check the store again and see what game the song you want can be played on

Report the issue through the console. Also check purchases and make sure that the pass has installed

 

I have checked, and season pass shows "purchased" in the store.

How do I go about reporting the issue through the console?

This seems to be a known issue as the link provided includes one user reporting that contact with the developer team Harmonix through
Twitter was lead back to Xbox, but that the issue is present on more than one device.

Inquiries for such items missing if not found in the ready to install, can be provided here at the
Harmonix Rock Band 4 support page where there are threads referencing the fixing for such complications.

The Rock Band Support Page you linked does not have any articles referencing a fix for this issue. And yes, Harmonix is referring users to Xbox support, which is why I'm here - this forum seems to be the only way to report the issue. And now you are referring
me back to Harmonix. So this is just a big finger pointing exercise.

When this has happened in the past, it's usually resolved within 24 hours or so. So maybe tonight? I'll just keep trying, I guess.
