I have been waiting for the Robux Card to re-appear in the redeem section for maybe over a month, and I'm slowly losing my patience. Does this have anything to do with the new region-locked update that Roblox pulled out recently.
My redeem section now mostly consists of Vietnam-related Gift Cards such as Grab's.
My last purchased Roblox Gift Card was on the 4th of April, 2023.

I assume you mean from Microsoft Rewards. They rotate out gift cards every once in a while so if it's not available on the redemption page, they've removed them for now.

I set my goal to the Roblox Digital Card—800 Robux and completed the necessary 12,000 points.

On the Xbox app there is no button to redeem it or link. It doesnt provide me a code in the given information, just legal terms.

on the rewards page, redeem tab, there is an order history button

for the line with the roblox order, pick on [resend] to send the code to your email again, or [get code] to display it in the browser

Welcome to the Microsoft Answers community. If you redeem your points for Roblox Digital Code/Robux you will receive a redeemable code which you can share with others. However, if you redeem your points for Microsoft or Xbox gift cards, you will not receive a gift card code as it will automatically be added to your account balance. I hope this helps!
