    Would you please go to Store Apps. Log into the Microsoft Store, then go to you Library and see if you can re-install any games or apps you already own.

    Unfortunately, apps and files can't be recovered if you don't selected the option to keep them while using Reset feature.

    Yes, you must see the option to keep files while opting for Reset feature.

    My name is Ezequiel I'm an Independent Consultant.

    I advise you to reset to factory default settings but keep the games.

    To do so, follow these steps:

    Press the Xbox  button to open the dashboard.

    Select Profile & System > Settings > System > Console Information.

    Select Reset Console.

    On the Restore console? screen, you will see three options:

    choose the option

    Restore and keep my games and apps.

    Use this option as the main one when troubleshooting. It restores the OS and deletes all possibly corrupted data without deleting games or apps.

    In some cases, if a corrupted game file is causing your issue, you may need to select Restore and remove everything, but always start with Restore and keep my games and apps.

    See if after that your console is downloading the downloads normally.
