There is no way to request an in-use Gamertag.

Just because it says there is no Xbox-related activity does not mean it is not in use;it could be in use across a different service such as Zune.

There's no way for you to request the tag. It would have to be freed up by Microsoft. Keep in mind that even if they're not active on Xbox, they may still be using their account on another Microsoft service.

We understand that there is a problem concerning being able to sign in and play games owned to the account.

Currently there is an active Service Alert based around the ability to sign into an account.

Our engineers are actively working to resolve this issue, and users may be updated through the website by requesting a text establishing when the service is active again.

Thank you for answering my question, i wanted to ask you if you could send a request to the specific service who can find a solution , i think that it is easy to activate the game pass since it's only digital, same as "netflix" , "spotify" or any other service that we have in morocco, if you can ask them to activate the service so that we can subscribe to xbox and pc games pass and thank you !
