As I see that others have the same question, a quick update: Unfortunately, Microsoft Q&A was not helpful, because although this looks very much like a problem in the Partner Centre to me, they said that I should contact Xbox support. I did this, but this looked very much like consumer-only support to me. I had to click through a lot of totally unrelated questions and in the end reached someone in the chat there. I had honestly no hope at all to make any progress, but after ruling out any issue with the console itself, the support lady was able to point me to the product support for the Partner Centre where I have now opened a case and wait for a response.

In case someone is interested: If you click through the standard questions on the little question mark help icon next to the account settings on the right of the Partner Centre, you eventually reach https://developer.microsoft.com/en-us/windows/support/?tabs=Contact-us where you can open a case in the "Contact us" tab:

OK, I visit the link you posted, I search for the Xbox Hub there, I join it, I go to the forums and this popup shows up:





I click the "Go there now" button, which takes me right back to https://answers.microsoft.com/en-us/xbox/forum. So I guess this is exactly the place where I should post this question, right?
