Repeated team killing and ZERO enforcement against the offending party

I have reported the same player for maliciously team killing multiple times with ZERO enforcement action taken against the offending player. XBOX Enforcement needs a complete revamp with a dedicated phone line and live personal to speak with. There should
be complete and total transparency on both sides, an explanation for enforcement and non-enforcement. Players in the gaming community shouldn't be allowed to conduct themselves like this with impunity. The current enforcement system protects these offenders
by not being available via phone and have no response from XBOX on violations that are reported. The blocking system is a complete failure. Blocked players can still join in on your game lobbies and parties you are in with your friends. Blocked persons should
be unable to connect to game lobbies or party chat sessions where one or more people has them blocked. Your system is a complete failure and needs a complete and total overhaul.

The Xbox Live Code of Conduct does not affect how a player plays a game, unless they are blatantly cheating. However, such activity is still reportable and would reflect in their reputation. If their reputation falls enough, they will only be matched with
other players with similar poor reputations. Also, in many games where the publisher maintains their own servers, such as Activision and EA, you should report players using their respective tools.

Blocking them prevents them from messaging you, but they can still enter public lobbies. If you set the party as invite-only, they cannot join unless someone else in the party lets them in. Ultimately, that is where the third part of RBI appears. You've
already reported and blocked the player, now it's time to Ignore them. If you don't give them attention, they get bored and move on. In internet-speak, don't feed the trolls.

How about no? The Xbox team should look at good ideas. Not ones that a collection of [Mod removed- inappropriate] approve of.

The Xbox Live enforcement team is able to detect consoles that are jtagged and can and will take appropriate action against the offenders.

Oh wait, you can't be suspended for team killing.. Or I would have been given the death penalty long ago for being a repeat offender.
