Remote Access Keeps Getting Disabled

Same for me right around March 7 I can't access remote play. I'm going to try the disable/enable +power cycle on my Xbox when I get home otherwise no other trouble shooting has worked for me

If you suspect someone has access to your account, you should immediately change your passwords and check your security settings in your Microsoft account and any other account you feel may be affected.

Secondly, you can disable remote play features on your Xbox by going to Settings>Devices & connections>Remote features. From there, you can toggle remote features or disable streaming features under the "Xbox app preferences" under the same tab.

If he no longer has access to his consoles then he can't remotely remove them from his account. Here is the quote from Xbox Support website,

If you no longer have access to the Xbox One console where you saved your Microsoft account, you won't be able to remove the account remotely. However, you can change your password, which will disable
access to your Microsoft account on the console to which you no longer have access.

Keep in mind the remote play option on the PC is currently only for Insiders. So not everyone will have access to it yet.

Deeper integration with the functionality of various set-top boxes is on our list of improvements for the future. For now, though, interacting with your DVR recordings will require you to use your DirecTV remote control (which shouldn't be affected by being
plugged into your Xbox). If you use that remote control, everything should still be passed through correctly. If not, please let us know so we can investigate.
