May I ask what is the exact error or issue that you're getting whenever you're trying to access cloud gaming?

Also, make sure that your physical location is a supported region.

is is true?I mean if i change my region will i continue to play games on my Xbox 360 and access my outlook.com account,immediately?

When you do a region change then anything that is not region specific is lost. For example, any games you want to keep that aren't available in the region you are moving to. This also includes season passes for items.

This does not mean that your download history is lost forever, that stays with your account. It just means that some items are not accessible from some countries so you would do well to download what you want to keep before heading off and doing the region
change.

in addition to what Daft Badger mentions. The MetalGSV game is likely a game that is regionally locked, which means that it can not be played on consoles that isn't from that specific region. Since your console is from the UK and the MetalGSV game is from
China (and region locked) the console will not accept the game.

This is determined by hardware and changing your account region or regional settings on the console will not result in any change.

I'm afraid there is no other option to run that specific disc on your UK console.

is there any reason in particular you cannot wait until the console launches in your region to start buying the games? Digital titles are not bound by region restrictions like disc-based games once were (no longer the case as the Xbox One is region free,
meaning any game on disc from any region will work on a console in any region).

As for migrating your account to a different region, it can only be done once every 3 months so you would be stuck with a US account until the end of November.
