Regarding The Xbox gamertag changing system

I changed my gamertag with a random name 3 years ago thinking that i can change it again because generally any app or website that has a username based system then you can most probably change your name after some period of time like commonly used time period is like 2 weeks or 1 month or 60 days in case of twitch and 1 year in case of rockstar games.
After sometime i wanted to change my tag but when i tried to change my name it directed me to pay $10 to change my name so i didn't think it was necessary enough to pay $10 for a name change but after playing games for so long with that random gamertag i don't like when people recognize me with that random name and call me that name outside game.
So now i decided to change my gamertag for $10 so that i can get my name but even when im paying to change my name i can't get a gametag that i want or close to what i want, So someone help me understand that why there is a "Pay To Change" system for name when i can't get a name that i want or something close to what i want atleast, then why its not free to change like other services with username system.
I don't understand why should i pay when im not getting something i want, what is the motive of making it "Pay to Change" when there is no priority for people that want to pay to change their name or tag.

I'm sorry for your disappointment. I can't say whether it's right or not, but these are the rules for all players. You can change your gamertag for free only once. All other times have a charge.

Regarding the choice of the gamertag, I want to inform you that there are certain parameters to follow, and then you can't choose one that is the same as another player's. If you like a particular name, you can always try changing a character in case it has already been used, provided you adhere to the parameters found on the support page.
In any case, it's a system managed by the program, and there can't be any intervention by an operator.

Since Xbox 360 Xbox charge you 9.99 to change your Gamertag... when you dont select the gamertag that you want to use the system allow you to change your gamertag once free of charge.

I believe its a good price so users can change the gamertag because xbox live its a great online service.

On your profile does it show both gamertags by any chance? (one under the other) as it could be that the changes microsoft are making to the gamertag system its showing both and has happened for a lot of people who have changed their gamertag in recent months......
eventually it will just show your 'new' gamertag.
