If your console is banned, then the account is fine to recover elsewhere. If the account is banned, you shouldn't be able to recover it anyway. Does this answer your question?

My account is not banned, I recovered it on the new console, and works perfectly. I redownloaded all arcade games I bought in the past.

No, once and account is permanently banned there is no recovering it.
