Thanks for coming to the forums with this question. According to the game's description from the Microsoft Store,

ReCore is not a multiplayer capable game. It is however a Play Anywhere game that you can cross save between Xbox One and Windows 10 gameplay.

same here. I tried to buy 'Recore' and I saw that error message.

then I tried to buy 'Forza Horizon 3' there is no problem. I bought it.

so I return to 'Recore' and tried buying again, shown error message. what the hell?

I can't buy Recore. why..

Try uninstalling ReCore completely, give your console a
power cycle, and then re-download ReCore.
