Try restarting your computer with a
clean boot, also check to make sure your windows is up to date and your graphics drivers

Thank you for taking the time to post this on the Xbox Forums. We understand that you are currently experiencing difficulties with recordings on Windows 10

If you haven't already, I recommend that you check out the
Troubleshoot Xbox Game Bar on Windows 10 article and see if some of the techniques for provided there work for you.

Additionally there in an article
here where Brandon J. Mayfield suggested this: "I experienced this issue while recording on a computer using a KVM and switching mouse
and keyboard to another computer. This only occurred while I had "Capture mouse cursor in recordings" unchecked in Settings -> Gaming -> Game DVR. "

With what the other people said, just try and restart your computer.
