Are you talking about ready to install? Or the already installed ones. If you are not seeing ready to install game try deleting your profile and reinstalling it. That should wiggle stuff loose.

You said you are in preview. Are you by chance in the Skip ahead portion?

Digital go to ready install since you have the disc ready to install would not make any sense. Everyone all ready gave this answer but also when there are free play games they show in ready to install too

Usually dlc you own will be ready to install if you go to manage game, it should be under ready to install

Press down the left stick and then press x in the ready to install section and I'm in skip ahead program and ambassador program and it works fine 26th Dec 2018

Have you checked the 'Ready to install' portion of the game's 'Manage game' screen? To check that, highlight The Division's game tile on your Xbox One and press the menu button. This will lead you to 'Manage game'. if they show up, go ahead and install them!

If not, let's hang in there till the official release so we can continue to troubleshoot the issue.
