If you want to try with support, you can go to Contact us | Xbox Support and request a call back or chat. f you're not seeing the options to request a call back or chat with support, change your category/topic until you do. Billing & Subscriptions and "I don't recognize a charge"

Other than this, disputing the charges/cancelling via financial institution would be the best route.

We have tried this the person was not direct family, and they have no next of kin this leave me with the issue of not being able to rest the account or set it to my own email I refuse to repay for games and HDD content on my Xbox
