Rating does not provide download game

I can't remember code in parental control and i can't remember secret answer to change code in parental control. Can You reset code or write secret answer, please.

Can't download

Same, I was trying to download Bully: Scholarship Edition for Xbox. When it said "Can't download" on my console, I went to xbox.com and tried purchasing it there. It then proceeded to tell me I am not allowed to buy this kind of content at the current time
... which does not make any sense provided that I bought games with the same rating and at a higher rating previously ... defaq.

Games with Gold always downloading as corrupt!

But I have downloaded gwg titles from Germany with the same US account since gwg started without any problems. Only games that are not allowed in Germany would not download because of strict German rating rules (mature ratings) These "mature" games usually
would not go on my download queue. Since June the games will download normally but after download, 100%, they appear on my hdd as corrupt. Like I said sometimes after several download attempts a game might not download as corrupt

Show me where it says that the Xbox Live is rated "E" for Everyone. It certainly doesn't list a rating for Xbox Live itself on the esrb.org site. Considering that Xbox Live offers content with a myriad of ratings that range from "Everyone" to "Mature"
how would it be rated as a whole?

This is pretty ridiculous.

Does the OFLC rate and approve every single random game available for download on windows on the internet? No.

Does the OFLC rate and approve every single flash game and website we can view? No

I don't see why a community development platform, back/controlled ultimately by microsoft where games can be pulled if they are inappropriate is somehow worse than the free-for-all that is the internet.

As for your claim about ESRB fines? That is false too. Here is what the ESRB website says.

Although it does not have the legal authority to implement or enforce retailer sales policies with respect to computer and video games, the ESRB works closely with retailers and game centers to: a) provide in-store signage which explains the rating system;
b) support their store policies pertaining to the sale or rental of Mature-rated games to minors; and c) help educate and train store associates and employees with regard to the rating system.
