RARE REPLAY E3 icannot download free

If you used Mixer during E3, you would get Rare Replay and some other digital items for free. https://blog.mixer.com/e3/

Rare Replay was recently part of a promotion for E3 (http://www.eurogamer.net/articles/2017-06-12-get-rare-replay-and-other-digital-goods-free-for-using-...)
which could explain that one if you use Mixer. Otherwise, sometimes there are "free play days" when some games are free to play for a few days and will automatically download while they are free.

If you're seeing other games, it could be a sign that someone has your console set as their Home console. You would download anything they purchase.

Yeah it was given for watching E3/the daily shows on mixer

You should also have a couple of indie games added,Final Destination & No time to explain if you didn't have them already.

Think I got some dlc for Halo Wars 2 & something else.

Because as mentioned they don't count as separate purchasez in your history you must download the complete rare replay app

You cant download rare replay because it's licensed for the Xbox one not the 360

With rare replay you can download each individual title separately as long as you are on box one or higher
