I did the power cycle, searched my account for other devices to makes sure I'm the only one. Deleted all other accounts from my Xbox. Also rest my Xbox. Not to mention I was on the phone with Xbox for a hour, even though dude was helpful, he couldn't even figure it out

Hello again, Ray. I am truly sorry for this situation. The last thing I can recommend is the following:

1. Press the Xbox button to open the guide.
2. Select Profile & system > Settings > System > Console information > Reset console.
3. Select Reset and keep my games and apps. The operating system will be reset and any data that may be corrupted will be removed, without deleting applications or games.

If this doesn't solve the problem, hopefully an expert who has gone through a similar problem can respond and help you a little better.

I'm sorry that you are having this problem, I am going to suggest several things and some of them should work for you to solve this problem.

Let's do a power cycle to determine or rule out possible failures.

Completely turn off the Xbox, remove the power cord, wait 1 to 5 minutes, plug it back in, and turn on the Xbox.

I have done some research on the problem and I have found a few tips concerning network issues that may help you out. The following link will direct you to the Xbox Support site concerning remote gameplay. Pleae play close attention to the "Network Issues" portion of the site. First enable your console Sleep mode

1. Press the Xbox button  on your controller to open the guide.
2. Go to Profile & system > Settings > Devices & connections > Remote features.
3. Select the Enable remote features checkbox.
4. Under Power options, select Sleep.

Note If your console power mode isn’t set to Sleep, remote play won’t work.

On a Windows device:

1. Open the Xbox app for PC.
2. Click on your profile picture and select View profile.
3. Under Where I play, select the Add a console option and follow the steps shown.

Things to keep in mind:
It's a good idea to save frequently while playing remotely. If you get disconnected from your console, you could lose progress in your game.
If you close the app or do something else on your phone after starting your remote play session, you won't immediately lose your progress. After a period of time, your console will turn off and go to sleep. You can reconnect your session until the console turns off.
Only one person at a time can play remotely, even if others are set up to connect remotely or locally.
Microsoft Store and in-game purchases, and backward compatibility, are disabled during remote play with the Xbox mobile apps.
Currently, external applications on your console like Edge and Hulu are blocked while using remote play.
