Your best bet is signing up for stock alert Twitter feeds or Discords (you'll need to search as I don't know of any offhand) to be alerted when stock comes into places.

Beyond that, if you use Game Pass, then try for the All Access one....that's how I bought my own Series X.

Might be different where you are but, here in the UK, the price is the same as if you bought a console and the GPU separately. Only downisde to All Access is for those that don't want/use Game Pass....so they either have to wait for a console or end up paying extra for something they don't want

I managed to get mine for retail price here in the United Kingdom, it was from the Microsoft store as well. I managed to get one via a stock checking website. Unfortunately I can't recommend any as I'm not from the U.S, but a Google Search is all you need.

Many of these sites can send emails or push notifications via Discord. I obtained mine about four months ago now, but was searching since around December 2020 for one.

The pandemic has caused a 'Global Chip Crisis' where the semiconductor producers (the companies that make the main chip for the Xbox console) to have serious shortfall in production at the moment. An problem that probably won't get better until mid 2022 at the earliest.

Low production has caused the console to be in short supply, hence the difficulty in obtaining one and the still on-going issue of console being bought and then sold on by 'scalpers'. Once the production increases, the scaping issue will also cease.

Shortages on virtually all electronics continue due to exponentially increased demand and the inability of the supply and transportation chain to keep up due to COVID. We are going to have these shortages well into next year, and probably beyond as new factories come online.

If you want something done about scalping, that is for talking to your elected officials about. They are the ones with the power to make law. Ticket companies have been fighting them for decades, And they will show up with 300 credit cards ready to go to buy out all the good seats. I imagine it’s absolutely no different for anything else you may want.
