Based on the description, you are having issue with the audio volume of your Xbox Wireless headset during party chat. Let us see and check on what we can do to help resolve your concern.

We would like to ask few questions to help us isolate the issue further.

1. Does the issue of your audio happen during party chat only?

2. Is your account been managed by parent or organizer under Xbox Family setting app?

3. During playing the game, do you hear the game audio while using your Xbox Wireless headset?

4. Was the audio for your Xbox Wireless headset working fine before?

5. Does the issue happen while playing on PC or playing on Xbox console?

For the meantime, we are going to check your online and privacy settings of your account if the settings under Others can communicate with voice, text or invites is enabled. To do this, follow the steps below:

• Log in to https://account.xbox.com/settings with your Microsoft account.
  
• In the navigation tabs, click Xbox Series X|S, Xbox One, and Windows 10 devices Online Safety
  
• Select Allow for You can create and join clubs, and You can join multiplayer games.
  
• Then click Submit.
  

To enable chat for people not on your friend's list:

In the table header:

1. Click Privacy
   
2. Select Others can communicate with voice, text, or invites.
   
3. Select Friends or Everyone then click Submit.
   

Note: If your account is a child account, only parents or organizer can change the settings. The parent must sign her/his account and click on the profile of the child and make changes with the settings.
