There is no way to merge accounts but, if you try to play on that account because it is an older version of the account you will receive problems when trying to play. Ex Achievements missing and even account corruption.

To play your digital games offline, the console you wish to use them must be the home console for your account. You must set the home console while connected to Xbox LIVE. Once the 'Home' console is set, you can play all Xbox One games offline, even the
digital ones.

In regards to the original question about playing BC Xbox 360 games offline, the answer is yes. You can play Xbox 360 games offline too. How do I know? I've just tried it with the Xbox Arcade game 'Perfect Dark' and it worked fine.

Consoles are usually always connected to Wi-Fi, so it's unlikely to notice this absence.

I have to tell you that you sparked my curiosity, and I tried it with mine, even though it's an S series. Of course, I can't give you the technical details, but I can confirm that, when disconnected from power and without a network connection, the console reset to 2019. It's likely that the connection is so crucial that they didn't include a backup battery for the date.
