Question about side missions

I'm nearing the end if the campaign. When I finish, will I be able to go back a finish side missions and collect any left over collectables? I know most open work games let's you go back, but I wanted to make 100% sure. Thanks.

There is a symbol on the ferris wheel right where he was standing... That will lead you to the next one.

ok, so i beat the game without doing any side missions, i saved them for after the story. anyways im doing the deadshot mission now, i cant get victim 3 to trigger. ive tried visiting the area its in,nothing. how do i trigger it? also with the mysterious
person or whatever that watches you, i got the first one and scanned the symbol. i got the catch achievement when he was on top of the ferris wheel and then went on my way, at the time i didnt know it was a mission. i go back to the ferris wheel, he is gone
and there is no symbol. what do i do?

Yes. After the game ends you are able to free-roam to your heart's content.

Just a note, once you've completed a side mission it can't be replayed, seems like an overlook in replayability, especially when there's leaderboards for side missions.

Update: It does work if you tap Y, that is how I finally got it. Equip your gun, tap Y to lock onto someone then hit B to distract or attack. I cannot just lock onto any guards by holding LT like I should be able to (like you could in Brotherhood) for some
reason. It is annoying but at least it is doable this way.

I haven't been able to get this to work at all. I can't highlight and target enemies to use the thieves, mercenaries, etc. I can't get this to finish the same thief quest no matter what I do I cant get the enemies to highlight. It also is making the challenges
impossible to complete at this point.
