So i want to buy some dlcs for friend who is living on different coyntry (lithuania). Is he able to activate this product there?

As stated before, the developers are in charge of the DLCs so neither we here on forums or Xbox Support Specialists (phone) would know for sure, the country in question Lithuania isn't on the supported list. We suggest reaching out to the

To be quite honest the dlc regions are based on the developers so we would have to refer you there, however, we have a list of
supported countries when it comes to Xbox Live Gold. Hope this helps!

Ukraine is the 3rd biggest country in Europe.Russia & France are bigger.

To answer your question,these things are usually down to that countries laws & government restrictions.

Pretty sure Microsoft would want xbox live available in as many countries as possible.
