Purchased game appears in Purchase/Transaction History, but not in Download History?

I am trying to help a 360 owner that has an issue that I can't find specific info on. User reports that they purchased a game (Dead Space), the game appears on xbox.com Transaction History (account.xbox.com) but not in his Download History (on the Xbox 360).
My first response was to re-download it from the Settings->Account->Download History screen on the X360. He states it does not appear there. Customer from UK if that makes a difference.

@Xbox are you downloading it from Download History? That is where you would go to redownload a previous purchase Cheers!

@Xbox tried it, it doesn't show I have ever downloaded it before. But it appears in purchase history....

@Xbox done, and done. I get a standard message of 'please check your settings & download history'. Which I have clearly done.

If you purchased this game using your own Xbox LIVE account it would be in your download history. It's not possible for a game that you've purchased to not be in your download history.

Please go to your Xbox 360 Dashboard > Settings > Account > Download History. If you've purchased this content with this specific gamertag then it will be in the list of downloadable content.

If you believe that this was purchased with this gamertag and it's not showing up in your download history, please visit this link
here and take a look at the transactions for the past year to find the Dawnguard purchase in the transaction history. Once you are able to locate the purchase, please contact phone

Good day.I made the purchase (free)
Tumb Raider game on my
Xbox Live account. On the page
appears as purchased, but does not appear
in the historic download or in the
purchase history.

How do I get this game appear in
downloads since the monthly period
is ending.

If it's showing in his transaction history, he would need to contact support directly and they should be able to help him get the content.
