Purchased a game said I didn't Own It uninstalled it and now it won't let me reinstall

I purchased cities skylines after it was done on Game Pass. Now when I go to play it, it tells me that I do not own the game. I uninstalled it and now when I go to reinstall I have to repurchase the game. I can see on my account that the purchase was complete.
I power cycled, rebooted, logged out and back in... nothing. Can somebody please help me so I don't have to spend more money on this?

It looks like cities skylines just left the game pass vault so does that mean you just purchased it?

If so the best thing to do is to go to account.microsoft.com and sign in with the account you believe purchased the game with and look at the order history and make sure that it is still there and showing as completed and not refunded for some reason.

Try to remove your account and add it to the console. You can also try to go offline for a few minutes and then back online. This usually solves these licensing issues. Let us know if you are still having issue or receiving a specific error message.

After uninstalling the game I’m now unable to reinstall it. Xbox says I don’t own the game and won’t let me install it without purchasing it.

I shut off and turned on like you said still didn't let me play DMZ war zone then I Uninstalled and reinstalled still won't let me play just glitches when I press to play it won't load just glitches
