Where did you buy the code from? I know once I would a code from online and had this issue because the code was for another region. Luckly, the site was a reputable site and they did give me another code for my region.

I would suggest setting up a call back from an Xbox Live support agent by following the steps below. The agent would be able to look into your billing account and see what might be causing that issue.

Step 1 ----Select Xbox One

Step 2 ----Select See other options

Step 3 ----Select topic (Ex. System Update)

Step 4 ----Select "Show contact options"

If everything seems to be in order on your side, you'll have to contact the official support via
https://support.xbox.com/contact-us or since you're in Germany call:

They are available Mo-Fr: 09:00 - 18:00 and Sa-So 10:00 - 18:00

The official support would then have to check your account why it thinks you're trying to do a currency conversion.
