What the message that displays when you are attempting to purchase this subscription means that you must have an additional $9.99 in your account in order to cover the auto-renewal charge that will automatically be enabled on you account upon purchase.

If you are unable to cover that with the funds on your account, then you will need to

add a payment instrument to your account in order to cover that additional charge first.

Once you are "able" to cover those charges, you can
turn off the auto-renewal on your subscription and remove that card from your account to prevent any further additional charges.
